A registered sexual offender was arrested earlier this month after failing to obtain a Florida driver’s license or identification card within the required timeframe, according to the Hernando County Sheriff’s Office.
Sheldon Kehr, 63, was arrested on April 3 and charged with one count of failure to obtain a license or identification within 48 hours.
Kehr was adjudicated guilty in 1999 in Oneida County, New York, for committing a criminal sexual act involving a victim under 11 years of age. The conviction requires Kehr to register as a sexual offender in Florida and comply with strict reporting requirements.
On Jan. 4, 2025, Kehr was arrested in Hernando County for failing to register as a sexual offender. Upon his release from incarceration on Jan. 7, he provided booking staff with a Pasco County address for permanent residence. Kehr completed his initial FDLE Sexual Offender Profile System (SOPS) registration in Pasco County on Jan. 13.
On April 3, Kehr visited the Hernando County Sheriff’s Office to complete a change-of-address notification, indicating his intention to move to Hernando County as a transient sexual offender. He presented his New York driver’s license to verify his identity.
Detective Marcacci spoke with Kehr at the registration office. Kehr admitted he was aware of the requirement to obtain a Florida driver’s license or ID within 48 hours of his initial registration but said he could not afford the fee charged by the Department of Highway Safety and Motor Vehicles.
Kehr was found to be in violation of his FDLE Sex Offender Profile reporting requirements and was arrested. He was transported to the Hernando County Detention Center and is being held without bond.
