CITIZEN COMMENTS

Chuck Gordon spoke again about the phone menu system one encounters when calling the government offices.  According to Gordon, the option to reach a live representative should be stated in multiple places in the menu tree.

Pat and Shirley Miketinac and Pam Everett made remarks about the restoration project at Lake Townsen(d) Preserve.

Richard Ross spoke to the board with regard to the salaries of the commissioners vis-à-vis the current budget crisis.  “I want the commission to explain on the record why they have not cut their own salary to balance the budget. Not a single one of you relies (on your commissioner’s salary) to put food on your tables.  Some of the people you let go relied on their salaries to put food on their tables … and a roof over their heads, yet you are sitting here sucking down $70,000 a year – almost twice the median income of the population of the county for your part-time job.”

BOARD/STAFF RESPONSES

Commissioner Wayne Dukes agreed with Gordon about the confusion involving the phone system.  “It’s extremely frustrating, especially if you’re a citizen waiting for information … we need to come up with a better plan.”  Acting County Administrator Jeff Rogers addressed the issue by saying, “It does take a little time for all the different departments to realign … the phones.  It is in progress, and we hope to have more progress before the next meeting.”

CORRESPONDENCE TO NOTE

1. Modification No. 2 to Subgrant Agreement With State Division of Emergency Management for Expenses Resulting From Hurricane Irma

At the regularly scheduled Board meeting on December 18, 2018, the Board accepted a Public Assistance grant for reimbursement of qualified expenses in connection with Hurricane Irma. At the same meeting, the Board approved Resolution 2018-183 authorizing the County Administrator or designee to accept future modifications to the Public Assistance Grant Agreement.

This is the second modification to the agreement and is being provided to the Board for informational purposes. This modification recognizes one new project and increases the overall grant award. Increase in revenue in the amount of $80,115.51. Upon receipt of the payment, reimbursement will be allocated to the appropriate enterprise fund or to the County’s general fund.

2. Modification No. 3 to Subgrant Agreement With State Division of Emergency Management for Expenses Resulting From Hurricane Irma

At the regularly scheduled Board meeting on December 18, 2018, the Board accepted a Public Assistance grant for reimbursement of qualified expenses in connection with Hurricane Irma. 3. Transmittal From City of Brooksville of Ordinance No. 900 Authorizing Voluntary Annexation of Real Property Into Municipal Boundaries

Received the attached letter from the City of Brooksville transmitting a copy of the attached adopted Ordinance No. 900 annexing real property into the municipal boundaries of the City. The ordinance was adopted by the City Council at its second and final reading on March 18, 2019.

P&Z voted 5-0 to recommend approval with performance conditions.

The planned business is a small delicatessen.

The board voted 5-0 to approve.

SUPERVISOR OF ELECTIONS SHIRLEY ANDERSON

1. Appointment of Members to 2020 Canvassing Board

Commissioner John Mitten appointed as primary Canvassing Board member, Commissioner Wayne Dukes as alternate.  Board approved 5-0.

2. Budget Resolution Recognizing Federal Election Activities Security Grant Funding to Supervisor of Elections Office

Not affecting the General Fund, this resolution increases the SOE budget by $78,278 with state funding.  The resolution was approved 5-0.

3. Memorandum of Agreement With State Division of Elections for Help America Vote Act of 2002 Funds for Federal Election Administration Activities.

Not requesting additional funds, the SOE merely requested a sign-off on the measure.  It was approved 5-0.

Release of Reservation of Mineral Rights for Surplus Property Previously Deeded to Home Sweet Home Properties, LLC, for Property Located in Hill ‘N Dale

The Reservation of Mineral Rights is a state statute affecting county-owned properties.   Ahmed Hamed purchased surplus county property, however prospective buyers will only purchase if the Reservation of Mineral Rights portion is released.

The board voted unanimously to vacate the reservation.

PUBLIC WORKS DIRECTOR/COUNTY ENGINEER SCOTT HERRING

1. Agreement for Dedication of Right of Way and Drainage Retention Area Easements With TBF Partners, Ltd., for Sunrise Development of Regional Impact / Cracker Crossing and Sunrise Boulevard Improvements

2. Project Grant Agreement With Florida Fish and Wildlife Conservation Commission for Florida Boating Improvement Program Grant Funding for Improvements at Lake Townsen Park Boat Ramp and Associated Budget Resolution

The board approved these items 5-0.

3. Review of Proposed RESTORE Act Direct Component Multi-Year Implementation Plan Amendment for Submittal to Treasury Department

The projects included in this plan are Bayou Drive Restoration and  Linda Pedersen Park improvements.

The board discussed the future of the plan.  Recent reductions in force in the Waterways department will result in increased staff time for permitting and preliminary procedures.  

Aquatics Director Keith Kolasa reported that he expects funding by the end of the year.

Dr. John Paul Reeve stressed the importance of, and asked the board to continue reef projects.

The board approved 5-0.

BOARD OF COUNTY COMMISSIONERS

1. Commissioner John Mitten had no additional comments.

2. Commissioner Wayne Dukes had no additional comments.

3. Commissioner John Allocco: “Since I’ve been on the board, we’ve had a lot of process issues along the way, and I commend the board for trying to address them.  It gets ugly along the way and we have to hash it out in a meeting, but in the end, I think we need to continue moving towards cleaning up those issues, making processes more clear, more transparent.  We’ve done it in multiple places already … I hope that Acting Administrator Rogers will continue to facilitate that process, and department heads if they find these issues. Even the legal end of some of the MSBU projects … we just need to continue to find where those challenges are, and speed up the process, and make it more clear and transparent. I appreciate this board working in that direction.”

4. Commissioner Steve Champion announced that he will miss May 28, 2019’s regular meeting.

5. Chairman Jeff Holcomb: “I want to commend Mr. Allocco on his Hernando Bar 5K finish.  He beat me by five minutes. I’m claiming a wardrobe malfunction – shoe came untied, two collapsed lungs and torn cartilage.   Also I went to Tallahassee last week at no cost to any citizen, stayed in a very cheap hotel… but it was very interesting to see how that government works … I did get to see Representative Ingoglia.  I got to see him argue a bill on deregulation and I got to see him chair a committee on the voting rights restoration. The bill says you must follow the sentence of the judge. It doesn’t just mean jail time, it could be community service, it could be fines.  Obviously fines is the biggest point of contention, because if you don’t pay your fines, then they go up and go to collections.” Holcomb also spoke about attending an event with the Veteran’s HEAT Group where one of the speakers on PTSD was a former local detective, who made headlines in early 2018 after he barricaded himself in his home with a firearm during an 11-hour standoff.   

6. Acting County Administrator Jeffrey Rogers recognized members of the Solid Waste Department who won awards in a heavy equipment competitions.  “US Senator Rubio has office hours on 4/18/19 at the Brooksville Library. Parks and Recreation has been painting a lot of park buildings on the west side.   Rogers said of Bayport Pier, “We’ve been following up … working with Congressman Webster’s office, chasing down the Corps of Engineers, now it looks like it’s up to the National Marine Fishery Service, they’re worried about some turtles at the pier, we’re trying to find a contact person there.”   Rogers announced that the Solid Waste Department also has written a letter to Republic Services regarding their call center. “The performance has been getting better, but the call center is still an issue.”
