Arrest Summary Excerpt: "On 9-27-17, while on routine patrol I observed a white male riding a bicycle on Fort Dade Ave heading north bound. The bicycle had improper lighting on the back of it and I got behind said bicycle and activated my emergency lights. I conducted a traffic stop on the bicyclist at Fort Dade Ave and East Ave. As soon as I stopped the bicycle the white male subject hopped off of the bicycle and started fidgeting. The white male subject was acting very suspicious and started doing a lot of unnecessary movement by the rear of the bicycle. The defendant was detained at that time. The defendant was wearing a black backpack at the time of the stop.

The defendant stated that there was “meth pipes” in his backpack. I then went to the back of the bicycle where the defendant was having suspicious motions and found a red Altoids container lying right next to the rear tire of the bicycle. The Altoids can contained a nickel and plastic baggie containing a crystal substance. The crystal substance was tested with Narco Pouch 923 and showed positive results for the presence of methamphetamine.

I then searched the back pack and found a syringe with liquid inside. The liquid was tested with Narco Pouch 923 and the liquid also showed positive results for the presence of methamphetamine. Retrieving his license he pulled out his credit card

BROOKS, JEREME LEE
YOB: 1995
CHARGES: DRIVING UNDER THE INFLUENCE
Arrested on 09/30/2017 02:04 HORIZON DR & COBLE RD, SPRING HILL

Arrest Summary Excerpt: "On 9/30/2017, I was conducting moving traffic enforcement in the area of Horizon Drive and Coble Road, Spring Hill. Upon approaching this intersection, I observed the defendant’s vehicle on top of the stop sign on the northwest corner of that intersection. He then backed his vehicle off of the stop sign while I approached. I then conducted a traffic stop on the vehicle at the same location in reference to the traffic crash. The stop sign was still “bent over” after he removed his vehicle. There was property damage to the sign which needed to be repaired by Department of Public Works employees.

I then approached the defendant and asked him for his driver license, at which time he pulled out a credit card and then realized it was not his license. When he found his license, he dropped it into his lap before handing it to me. Upon my request for his registration, he passed over the registration four times while I waited for him to find it. I could visibly see the registration from my position outside of the vehicle. After telling him where his registration was, he provided such. He was visibly confused and I observed his speech to be slurred. He also had bloodshot and watery eyes and as I spoke with him, I detected the smell of an alcoholic beverage emitting from his breath.
I then requested that the defendant submit to a battery of field sobriety exercises, which showed impairment.

The defendant was placed under arrest for DUI with property damage and was transported to the Hernando County Jail where, post Miranda warning and implied consent warning, he refused to submit to a lawful test of his breath.

The defendant was provided with a court date of 11/1/2017 at 0900 hours in “Courtroom B”. He was also given a $1000.00 bond per the bond schedule."

Arrested on 09/30/2017 22:31 MAYFLOWER RD, SPRING HILL

Upon arrival, I made contact with the defendant and she advised that there was an earlier verbal disagreement that turned physical. She stated that she and Paul had been arguing verbally for a while on the aforementioned date. Then, Melvin and Audrey (the parents of Paul) got in between them. She said that Melvin punched her in the chin; however, I did not observe any redness or swelling in that area. I did observe some redness and what appeared to be scratches on her left arm and on the right side of her neck.

Melvin stated that he and Audrey got in between the defendant and Paul to stop them from verbally arguing. While in between them, he was slapped in the face by the defendant and Audrey was pushed to the ground where she injured her knee. I did observe redness and bruising on the left knee of Audrey; however, there were no marks on Melvin's face. Melvin did have a white t-shirt that he stated was ripped by the defendant during the struggle which appeared to be torn by someone grabbing the neck area of the shirt. When I asked how the defendant received the injuries on her, he stated that they were trying to defend themselves. The placement of the marks on the defendant’s arms would be consistent with his story.

Audrey corroborated Melvin's story and both parties completed sworn written statements.

Paul provided a similar story to his parents, but would not provide a written statement. Paul’s shirt was also ripped from what appeared to be someone pulling on the shirt from the neck area. I observed scratches near both of Paul's armpits.

It should be noted that this is not domestic in nature due to the defendant renting a room from the victims and there is no intimate relationship between her and Paul.
The defendant was then transported to the Hernando County Jail where she is being held on a $500.00 bond. She was issued a court date of 11/1/2017 at 0900 hours in “Courtroom B”."
