Excerpt: “On 03/04/2017 at approximately 0037 hours, while on proactive patrol in the area of Indian Trail Road and Serene Street, I observed a white Chevy Cavalier, bearing Florida tag HLYXO1, traveling southbound. I observed the driver not to be wearing his seat belt. I conducted a traffic stop on said vehicle. The vehicle came to a final stop at the residence located at 7934 Indian Trail Road.
Upon making contact with the driver, Ramiro Salinas, and his front seat passenger his daughter, Mercedes..., Ramiro was informed of the reason for the stop. Ramiro stated they just came from the grocery store, at which time Mercedes was able to take the groceries inside the residence while I spoke to Ramiro.
While speaking with Ramiro, who was found to be driving on a suspended driver's license (which was verified through Teletype), an unknown male walked out of the residence with Mercedes. The white male immediately walked up to me and stated, "What the ---- are you doing on my property?'' It should be noted; the white male was pacing and clenching his fists. I told the white male to step back while I gave the driver a citation. After asking the white male several times to step back, he turned to walk away from me. As he was walking away from me, the white male turned back towards me and stated, "If you don't ------- get off of my property, I will ------- shoot you."
Due to the white male obstructing my investigation, l attempted to place him in hand restraints. As l attempted to grab his left arm with my left arm, the male turned his body to his right side in an attempt to flee. While doing so, the male pushed away from me, leaving scratches on my right arm. With my right hand, I was able to grab the back of his sweatshirt. The male once again turned towards me and using both of his hands, he pushed my chest area, at which time un-holstered my agency Taser and instructed the male to get on his knees, which he complied. At that time, I was able to place the white male into custody.
The white male was complaining of anxiety, at which time EMS responded to our location to evaluate the white male. Due to me having minor redness and scratches on my right arm, EMS was not require.
While speaking to the white male, who was identified as Wayne Norris, he stated that he just woke up and he did not know who was outside.
The driver (Ramiro) completed a sworn written statement in reference to the altercation.
Mercedes refused to complete a statement but advised that her fiancé, Wayne, just woke up and when he wakes up, he is "very hot-headed.'
Due to Wayne committing an act of violence against this deputy, he was placed under arrest for battery on a law enforcement officer. Wayne was then transported to the Hernando County Jail without incident, where he is being held on a $5,000.00 bond. Wayne was advised of his upcoming court date set for 03282017 at 0830 hours in Courtroom E.
In reference to the traffic stop, please see Hernando County Sheriff's Office case number 2017-06770.”
