BROOKSVILLE- During the Sept. 4, 2019 Brooksville City Council meeting, the city council earmarked $45,000 to the Brooksville Vision Foundation (Foundation) for Fiscal Year 19-20 with the purpose of operating the Brooksville Main Street program. The Vision Foundation has helped with the operation of Brooksville’s Main Street program since 2017.
The Vision Foundation will only be given access to this funding after submitting a request for payment and a balance sheet. Each quarter’s report must include the last quarter’s financial activity as well as a year-to-date summary and may be emailed or hand delivered no later than the 15th of the last month of each quarter. The Foundation is to receive $11,250.00 quarterly upon submission of the request and financial data. The duration of the agreement will last from Oct. 1st, 2019 to Sept. 20th, 2020. In addition to submitting their requests in a timely manner, the Foundation is expected to present before the Brooksville City Council for a vote to be held publicly either approving or denying the funds. Upon approval of the funding, it is the responsibility of the City to ensure that the Foundation is paid in a prompt matter, within 15 days. The agreement may be ended early by either party with or without reason.
After its inception in 2017 the Brooksville Vision Foundation is recognized as a Florida Main Street community by the Florida Division of Historical Resources. The agreement entered into by the Brooksville Vision Foundation will provide funds to assist the Foundation in continuing their “Main Street Program” which is intended to in turn benefit the City of Brooksville. The City motioned to table the decision to approve funding during the Sept. 16, 2019 meeting. The reason for tabling was for the City attorney to have the opportunity to meet with the Vision Foundation’s attorney to disambiguate the language used in the contract. The net losses seen in the financial documents were discussed and council member Brayton explained that it is not unusual to see net negative figures from an accounting point of view. The motion to table passed 5-0. The meeting between attorneys will take place before the 7th of October.
