County plans for 7% general fund budget increase and 1% millage rate decrease

Hernando County Budget Manager Pamela Lee updated the Board of County Commissioners ( BOCC) at the Sept. 19 meeting with regard to a tentative budget and millage rate reduction. The first budget hearing was held later that day.
Last year the general fund portion of the budget was $103,585,994.

“We didn’t have to cut anyone’s budget,” Ms. Lee said as she showed the figures of the $111,192,906 general fund budget. This amount is roughly 7% greater than FY2017 budget.

Wall of Honor unveiled at Supervisor of Elections office in Spring Hill

Shirley Anderson Supervisor of Elections for Hernando County, unveiled a Wall of Honor dedicated to veterans and those actively serving in the military on Tuesday, August 29, 2017 at the Supervisor of Elections Office in Spring Hill. The wall features murals, photographs and short biographies of men and women in the military both past and present. The mural was created by Patricia Rummel who was brought to tears as she revealed the wall to the roughly 20 people in attendance.

Brooksville City Council sorts through City Manager applicants

During a special meeting on Aug. 28, 2017, the Brooksville City Council had a brief discussion on applicants for the city manager position. There was “extraordinarily good complements of candidates to consider,” said Lyndon Bonner, Interim City Manager. Council Members settled on 5 candidates out of the 18 who had sent in applications.

Brooksville council members leave 'all options on table' to improve budget outlook

The budget before the Brooksville City Council on Sept. 5, 2017 is the “stepping stone” for council to make the necessary changes in order to preserve the “long term stability of the city of Brooksville,” explained Interim City Manager Lyndon Bonner.

“We’ve listened to what the experts have told us. We’ve listened to what the citizens said and we’ve acted upon all the input of the professionals. It has yielded you a document I’m very proud to say works from all the perspectives I can come up with,” Bonner continued.

Boating in Florida makes their case for Rogers Park concession license

Parks and Recreation Manager Harry Johnson opened the discussion at the August 22, 2017 Board of County Commissioners meeting by introducing Guest Services Management, LLC. Doing business as Boating in Florida, Michael Aghajanian and Matt Smith appeared before the board to discuss their business model and plans for improvements to kayak-renting practices on the Weeki Wachee River. On Aug. 22 the company sought Board approval for a “concession license agreement” to operate at Rogers Park.

BKV to start taxiway repairs, gains tenants

At the August 22, 2017 Board of County Commissioners (BOCC) meeting, Airport Manager Kevin Daugherty brought three items of airport business before the board for approval. The first being the Federal Aviation Administration (FAA) grant offer for the repairs of Taxiway B at the Brooksville Tampa Regional Airport (BKV) this fall. The grant of $1,382,517 will cover 90% of the project. Design and permitting phases have already been completed, and the repairs are estimated to take place over 130 days sometime this fall. The approval of the grant offer passed unanimously.

Fee increase for Pine Island Park

Parks and Recreation Director Harry Johnson appeared before the Board of County Commissioners (BOCC) seeking modification of the parking fee structure at Pine Island Park.

The board voted unanimously to increase parking fees at Pine Island park from $3.00 to $5.00 during winter months, resulting in the same fee year-round. Fees will not be collected after 4:30PM, leaving 3.5 hours of free parking during summer months, and an extra hour during the winter.

One tenth of a mill reduction may come from county’s share of Federal Inmate Housing dollars

“I am proposing a tenth of a mill rollback of the property tax rates to be shared evenly between the General Fund and the Sheriff’s Department,” said Chairman Wayne Dukes at the Aug. 22, 2017 regularly scheduled County Commission meeting.

He said this would be just under $800,000.

Dukes cited the Sheriff’s Office return of funds during the past three years: $1.3 million, $1.3 million and $800,000. “So if we do that, he won’t have to turn back so much,” said Dukes.

Commissioners disagree on five year Federal Inmate program capital plan

On July 11, 2017 the Board of County Commissioners instructed Sheriff Nienhuis to transfer revenues from the Federal Inmate Housing program to the county, due to concern over state statutes mandating the monthly remittance of earned revenues. The Sheriff’s Office followed through with this request on July 14, 2017, transferring $2.2 million in Federal Inmate Housing program revenues to the county’s General Fund.

Safe Route to School sidewalk projects scheduled for FY 2022

The Metropolitan Planning Organization (MPO) is a board of combined Hernando and Citrus County elected officials. The federal government mandates that a local planning board helps in overseeing that transportation projects are designed and completed.

On Aug. 15, 2017, the MPO received an update on upcoming Safe Routes to Schools (SRTS) projects in the Citrus and Hernando County area. The first project, set for Florida Department of Transportation (FDOT) fiscal year (FY) 2019 will be in Crystal River, on Turkey Oak Drive, for a sidewalk leading to Crystal River High School.
