NOTICE IS HEREBY GIVEN that the Board of County Commissions of Hernando County, Florida, is accepting bids for:
CONSTRUCTION CONTRACT ITB NO. 20-C00134/DK
FOR
FORMER DPW DRAINAGE IMPROVEMENTS & ENVIRONMENTAL
RESTORATION PROJECT
Hernando County Board of County Commissioners is soliciting licensed General Contractors that are active in stormwater drainage improvement and excavation of contaminated soil, and have completed 40-Hour OSHA Certified Training in Hazardous Waste Operations and Emergency Response (HAZWOPER) per OSHA 29 CFR 1910.120.
Sealed Bid offers as two (2) originals for furnishing the above will be received and accepted up to 3:00 PM (local time), September 2, 2020 in the Hernando County Purchasing and Contract’s office. Bids shall be plainly marked on the outside of a sealed envelope/container with: Bidder’s name and address, and Bid Name and Bid Number. Bids are to be submitted:

The Board of County Commissioners of Hernando County, Florida reserves the right to accept or reject any or all Bids and waive informalities and minor irregularities in offers received in accordance with the Bid documents and the Hernando County Procurement Ordinance.

Bid offers shall be accompanied by either a Bid Bond, Certified Check, Cashier’s Check, or Official Bank Check in the dollar amount representing not less than five percent (5%) of the total amount Bid as a guarantee to enter into a Contract and furnish a Contract performance and payment bond in the amount of one hundred percent (100%) of the total Bid price within fifteen (15) calendar days from the date of notification of the award.
A NON-MANDATORY Pre-Bid Conference will be held AUGUST 12, 2020, @ 9:00 AM, via teleconference due to Covid19 precautions. For
information on joining the meeting, please email [email protected] prior to August 11, 2020. Representatives of Owner will be
present to discuss the project. Bidders are recommended to attend and participate in the conference. THIS CONFERENCE WILL BE HELD ONLY ONCE.

In accordance with Fifth Judicial Circuit Administrative Order A-2020-12-F, the following health and safety procedures have been implemented at the Hernando County Courthouse, located at 20 N. Main Street in Brooksville, until further notice:
Health Screenings – All members of the public entering the courthouse shall undergo health screening with a required temperature check. Persons who have a fever of 100.4 degrees or greater or answer affirmatively to any of the health screening questions, shall not be permitted to enter the facility.
Social Distancing – Persons must maintain 6 feet of social distancing from each other while waiting to enter the courthouse and during their stay at the courthouse.
Face Coverings – Face coverings are required for everyone entering the courthouse building, with no exceptions. Face coverings shall be worn at all times throughout the public areas of the courthouse building, including inside the courtroom. If visitors do not have a face covering, one shall be provided to them at no cost.
Exparte Communication: Please note that to insure the proper and fair evaluation of a submittal, the County prohibits exparte communication (i.e., unsolicited) initiated by the Respondent to the County Official or Employee evaluating or considering the submittals prior to the time a decision has been made. Communication between Respondent and the County will be initiated by the appropriate County official or employee in order to obtain information or clarification needed to develop a proper and accurate evaluation of the submittal. Exparte communication may be grounds for disqualifying the offending Respondent from consideration or award of the Solicitation or any future Solicitation.
Purchasing and Contracts Division will post addenda on Bid Net at www.BidNetDirect.com to all questions in accordance with the Solicitation Instructions. It is the responsibility of prospective Bidders to visit the County’s website to insure that they are aware of all addenda issued relative to this Solicitation.
Pursuant to Florida Statutes 119.071 (current version) sealed Bids, proposals or replies received by an agency pursuant to a competitive Solicitation are exempt from inspection until such time as the agency provides notice of an intended decision or until thirty (30) days after opening the Bids, proposals, or final replies whichever is earlier.
