REQUEST FOR RELEASE OF FUNDS
On or about September 6, 2024, Hernando County will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to rehabilitate a minimum of 11 households across scattered sites yet to be determined throughout unincorporated Hernando County, however, a site-specific analysis will be conducted as each site is identified in order to establish compliance with 24 Code of Federal regulations (CFR) parts 58.5 and 58.6. Wetlands and floodplain areas, potentially 482,000 acres are located in the County, and single-family units could fall in the floodplain/wetland. Where they do, flood insurance will be required as applicable.

The County has determined that the activities proposed in the Unspecified Site Strategy are categorically excluded under HUD regulations at 24 CFR Part 58 from the National Environmental Policy Act of 1969 (NEPA) requirements. As eligible sites are located, site specific checklist will be completed prior to the commitment of funds for each unit. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the Environmental Review Record (ERR) to Veda Ramirez, Director of Housing and Supportive Services. Additional project information is contained in the ERR on file at Hernando County Housing and Supportive Services, 621 West Jefferson Street, Brooksville, FL 34601 and (352) 540-4338 and may be examined or copied weekdays 9 A.M to 5 P.M. Comments may also be submitted via email at [email protected] . All comments must be received by August 26, 2024. Comments will be considered prior to the County requesting a release of funds.

RELEASE OF FUNDS
The County certifies to the Florida Department of Economic Opportunity and HUD that Elizabeth Narverud in his/her capacity as Chair, Board of County Commissioners consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County to use the CDBG funds.

OBJECTIONS TO RELEASE OF FUNDS
DEO will accept objections to its release of funds and the Hernando County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the (name of the local government); (b) the (name of the local government) has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400
